Debt crisis: Deal sought to head off Massive stock plunge

Precariously short of time, congressional leaders struggled in urgent, weekend-long talks to avert an unprecedented government default, desperate to show enough progress to head off a plunge in stock prices when Asian markets open ahead of the U.S. workweek.
President Barack Obama met Saturday with Republican and Democratic leaders — but only briefly— the day after House Speaker John Boehner abruptly broke off his own once-promising compromise talks with the White House.
But congressional aides labored to produce at least a framework agreement to raise the nation’s debt limit by Monday, congressional officials said. Even that would allow scarcely enough time for the House and Senate to clear legislation in time for Obama’s signature by the Aug. 2 deadline, a week from Tuesday.
House Speaker John Boehner told rank-and-file Republicans in a conference call hoped to be able to announce a “viable framework for progress” by 4 p.m. EDT on Sunday, before the stock markets open in Japan and elsewhere in Asia, according to two participants. He met later Saturday for almost an hour with House Democratic leader Nancy Pelosi, Senate Majority leader Harry Reid and Senate Republican leader Mitch McConnell.
Lawmakers fear a big drop in investor confidence in stocks and bonds could start in Asia and sweep toward Europe and the Americas, causing U.S. stock values to plunge on Monday.
Barring action by Aug. 2, the Treasury will run out of the money needed to pay all its bills, triggering a possible default that could seriously damage the domestic economy and send damaging waves across the globe. Obama has warned repeatedly of the possibility of a spike in interest rates that could affect Americans’ mortgages, credit cards and other forms of personal debt.
In talks through the afternoon, congressional aides were looking at an immediate debt limit increase of about $1 trillion, one official said, with slightly higher spending cuts to be locked into place simultaneously. Another $1.4 trillion in additional borrowing authority would be needed to satisfy Obama’s demand that any deal extend into 2013, and it appeared the two sides had not yet agreed how to bridge their differences.
“We seek an extension of the debt ceiling through at least the end of 2012. We will not send a message of uncertainty to the world,” Reid said in a statement issued in late afternoon.
“The bipartisan leadership in Congress is committed to working on new legislation that will prevent default while substantially reducing Washington spending,” McConnell said in a written statement not long after he, Boehner and Democratic leaders met with Obama at the White House.
Obama appeared grim-faced as he convened the meeting around the big table in the White House Cabinet Room. He was flanked by Boehner, R-Ohio, and Senate Majority Leader Harry Reid, D-Nev. Vice President Joe Biden, McConnell and Pelosi also attended.
The four congressional leaders planned to meet again, at the Capitol, in the early evening.
The only aides attending the White House meeting were budget director Jack Lew and Treasury Secretary Tim Geithner, who emphasized the concern about Asia.
Afterward, White House press secretary Jay Carney issued a stern statement: “Congress should refrain from playing reckless political games with our economy. Instead, it should be responsible and do its job, avoiding default and cutting the deficit.”
Sixteen blocks away at the Capitol, congressional aides said the White House would not have a presence at the bargaining table with House and Senate leaders.
Under normal procedures, Boehner would need to have legislation on the House floor by Wednesday to allow enough time for a measure to reach Obama’s desk in time to meet the debt-limit deadline.
Negotiators were working against two avowedly non-negotiable demands — Obama’s insistence on a plan that assures no rerun of the current crisis until 2013 at the earliest, and Boehner’s requirement that spending cuts over 10 years must exceed the size of any increase in borrowing authority — without any rise in taxes.
To comply with both edicts, under most estimates, legislation would have to cut more than $2.4 trillion across the next decade, since that is the amount of additional borrowing authority the Treasury is expected to require to pay the nation’s bills.
Also complicating the talks were divisions within each party.
Liberal Democrats are generally opposed to cuts in Medicare and Social Security, while Obama hopes to use the negotiations to appeal to voters who want big cuts in federal deficits.
Tea party-backed Republicans, dozens of whom are in the House, adamantly oppose any higher taxes, while Obama has made more revenue the price of admission to the talks.
It was unclear how much Reid, Pelosi, Boehner and McConnell would rely on the results of earlier talks, those that Vice President Joe Biden held with lawmakers for several weeks in the Capitol and negotiations Obama had with leaders in a group and with Boehner.
Judging from accounts provided by officials in both parties, Obama had previously agreed to significant changes in benefit programs, including raising the raise of eligibility for Medicare from 65 to 67 for future recipients, and also slowing the projected rise in Social Security cost of living benefits. His concessions triggered a revolt earlier in the week by Senate Democrats, who feared he was giving away too much without getting enough additional government revenue in return.
For his part, Boehner had been ready to agree to an overhaul of the tax code that would result in a net increase of revenue to the government of $800 billion over a decade.
There also had been a general agreement to cut $1 trillion or more from hundreds of government programs ranging from the Park Service to foreign aid and agriculture, and to chalk up another $1 trillion in savings by assuming the end of the wars in Iraq and Afghanistan.
There was another possible element of a deal on the shelf — legislation that McConnell and Reid have developed that would let Obama raise the debt limit by $2.4 trillion in three installments over the next year or so without prior approval by Congress. Instead, he would be required to recommend spending cuts assured of coming to a vote in Congress.
Additionally, that proposal envisions establishment of a special congressional committee to recommend cuts in benefit programs such as Medicare and Social Security and possibly draft a tax reform bill as well.
Boehner did not speak with reporters as he entered or departed the White House, instead arranging a telephone conference call so he could update the members of his rank and file.
In a brief statement after the meeting, he said, “As I said last night, over this weekend Congress will forge a responsible path forward. House and Senate leaders will be working to find a bipartisan solution to significantly reduce Washington spending and preserve the full faith and credit of the United States.”
It was his decision Friday night to break off his talks with the White House that triggered an extraordinary evening in which divided government briefly appeared to be irretrievably gridlocked.
The speaker said Obama wanted higher taxes and not enough spending cuts, adding, “It’s the president who walked away from his agreement.”
But speaking to reporters at the White House, Obama said he had offered an “extraordinarily fair deal” that totaled $2.6 trillion in spending cuts and $1.2 trillion in additional revenue. “I’ve been left at the altar now a couple of times,” he said wryly, adding that Boehner had declined to return his phone calls.

Newspapers: Oslo Must Not Restrict Freedoms

As the disbelief at the sheer scale of Friday's attacks in and around Oslo began to register in Norway, the country's leading newspapers on Saturday urged the Scandinavian nation to maintain its free and trusting culture and not give in to fear following the horrendous and unprecedented acts of violence.
"As we rebuild the government quarters and [Labor Party youth wing] AUF builds up its organization, we will also restore a Norway based on openness and trust," the left-leaning daily Dagbladet said in an editorial.
"Yesterday, tragedy and fear hit Norway," broadsheet Aftenposten said in an editorial. Yet, it said the horror and grief must not make Norwegian society sacrifice its openness and freedom out of fear of new attacks. "It is worth keeping in mind that even countries with extreme security measures and unrestricted police authority are hit by terror," the daily said.
"We shall not have a Norway with new restrictions of freedom of movement, more uniforms, and thus also more interventions in the lives of all those of us who don't want to understand the language of terror," daily Dagbladet said.
Meanwhile, business daily Dagens Naeringsliv said Norway should maintain its open and democratic ways even as Friday's attacks may force the country to rethink its position on security.
"Our open society has...contributed to making us a tempting and easily accessible terrorism target," it said. "It isn't certain that politicians will be able to move around as freely in the streets as they have done until now."
Still, it added: "We need to prove that terrorists are wrong and that we are right. We can only do so by preserving our open and democratic society."
Oslo police on Saturday charged a Norwegian man on suspicion of the bombing and shooting attacks in Norway's capital and a nearby island Friday that left at least 92 people dead and prompted the country's leaders to hold a crisis meeting. Prime Minister Jens Stoltenberg called it a "national tragedy." Police said 85 people, many thought to be teenagers, were killed in the shooting at a summer camp for the AUF, on the island of Utoya. Earlier Friday, a bombing ripped through government offices in the Norwegian capital, killing at least seven people.

‘‘985. Persons convicted of capital crimes: denial of certain burial-related benefits.’’.
(b) APPLICABILITY.—Section 985 of title 10, United States Code, as added by subsection (a), applies with respect to persons dying after January 1, 1997.
SEC. 1078. RESTRICTIONS ON THE USE OF HUMAN SUBJECTS FOR TESTING OF CHEMICAL OR BIOLOGICAL AGENTS.
(a) PROHIBITED ACTIVITIES.—The Secretary of Defense may not conduct (directly or by contract)—
(1) any test or experiment involving the use of a chemical agent or biological agent on a civilian population; or
(2) any other testing of a chemical agent or biological agent on human subjects. (b) EXCEPTIONS.—Subject to subsections (c), (d), and (e), the
prohibition in subsection (a) does not apply to a test or experiment carried out for any of the following purposes:
(1) Any peaceful purpose that is related to a medical, therapeutic, pharmaceutical, agricultural, industrial, or research activity.
(2) Any purpose that is directly related to protection against toxic chemicals or biological weapons and agents.
(3) Any law enforcement purpose, including any purpose related to riot control. (c) INFORMED CONSENT REQUIRED.—The Secretary of Defense
may conduct a test or experiment described in subsection (b) only if informed consent to the testing was obtained from each human subject in advance of the testing on that subject.
(d) PRIOR NOTICE TO CONGRESS.—Not later than 30 days after the date of final approval within the Department of Defense of plans for any experiment or study to be conducted by the Depart- ment of Defense (whether directly or under contract) involving the use of human subjects for the testing of a chemical agent or a biological agent, the Secretary of Defense shall submit to the Committee on Armed Services of the Senate and the Committee on National Security of the House of Representatives a report setting forth a full accounting of those plans, and the experiment or study may then be conducted only after the end of the 30- day period beginning on the date such report is received by those committees.
(e) BIOLOGICAL AGENT DEFINED.—In this section, the term ‘‘biological agent’’ means any micro-organism (including bacteria, viruses, fungi, rickettsiac, or protozoa), pathogen, or infectious sub- stance, and any naturally occurring, bioengineered, or synthesized component of any such micro-organism, pathogen, or infectious sub- stance, whatever its origin or method of production, that is capable of causing—
(1) death, disease, or other biological malfunction in a human, an animal, a plant, or another living organism;
(2) deterioration of food, water, equipment, supplies, or materials of any kind; or
(3) deleterious alteration of the environment. (f) REPORT AND CERTIFICATION.—Section 1703(b) of the National Defense Authorization Act for Fiscal Year 1994 (50 U.S.C. 1523(b)) is amended by adding at the end the following new paragraph:

‘‘(9) A description of any program involving the testing of biological or chemical agents on human subjects that was carried out by the Department of Defense during the period covered by the report, together with—
‘‘(A) a detailed justification for the testing;
‘‘(B) a detailed explanation of the purposes of the testing;
‘‘(C) a description of each chemical or biological agent tested; and
‘‘(D) the Secretary’s certification that informed consent to the testing was obtained from each human subject in advance of the testing on that subject.’’.
(g) REPEAL OF SUPERSEDED PROVISION OF LAW.—Section 808 of the Department of Defense Appropriation Authorization Act, 1978 (50 U.S.C. 1520), is repealed.

Texas Governor Plans to Attend Prayer Event, Rick Perry is no more Christian than Anton Levey

I can say with a clear conscience. I never wasted my vote on Rick Perry, I would not even vote for him to be dogcatcher. The Texas governor is snake oil salesperson who knows how to give a motivating speech. I just do not believe a word he says. Even if he is telling us, we need to pray to Jesus. I would like to know which Jesus the Governor is talking about. What the Texas governor says is does are two different things. So far, he has not shown himself to be "Fed Up" with the Federal government as his book title says. He is a consummate politician telling people what they want to hear for the votes and governs the opposite.

              I have nothing against Governor Perry leading a prayer event being phony or sincere. It is his right under the first amendment to hold an event. Even though he is the governor of Texas, which makes him a public figure always in the spotlight. He still has the right to freedom of religion, to worship God to the dictates of his own conscience. I just question his motives about what is behind him leading a prayer event. We are waiting to see if he will run for President. I just see him positioning himself to pander to the evangelical voters. He has been saying lately that we need to pray to Jesus. I question his reasons to make such a statement all of sudden.

              I will believe Gov Perry's is a true Christian when he leads the prayer event in Houston is he confesses to the following sin against Texas: His cover of the Texas Youth Commission Scandal, He comes clean about taking money from Merck to force young girls to take vaccine that can bring harm to them, selling out to the NAFTA super highway, and tells us he really attended the Builderberg meeting in Istanbul Turkey. I will be shocked if he publicly repents in public of his sins against the people of Texas repenting of all the corruption of the past. I might believe him. On the other hand, people are so docile because of fluoride in the drinking water. He can confess to multiple extramarital affairs and admit to torching the governor’s mansion. No one would get mad and still vote for him saying” Praise the Lord".

             He is also pandering to AIPAC to seek their blessing to put Israel first and American last so we keep fighting war for Israel and to keep the aid coming to them. He should have the Zionist entourage with him at this prayer event praying for Israel, that we should bless them at the expense that we should have to starve for the phony Jewish State. So when there is the Pro Israel Zionist love fest in Houston. Remember Rick Perry is no more Christian than Anton Levey is and no more loyal to one-woman man than Will Chamberlain was. If he were a true Christian, he would be denouncing the persecution of Christians by the Israeli army in the West Bank and the Gaza strip. He would have blasted Israel for jailing people who preach about Jesus because their indifference towards Christianity. Standing up for Human rights and religious freedom, what a hypocrite he is.

             So all you holier than thou people out there holding your Bibles sitting on the pews in church. Before you decide to vote for Gov Perry for president in the primaries. Gov Perry is a disingenuous, egregious and a phony. He has done nothing to back up his words. He makes a good speech, this it. Before you say "hallelujah, God Bless Rick Perry, He our man" If you look at what he has done. His actions speak louder than his words. That tells me, he is not a God fearing man, just a fake using the Lord's name in vain to get your vote.
