Scenarios: How could China hit back at U.S.?

BEIJING (Reuters) - China warned on Saturday that Washington's announcement of arms sales to Taiwan would seriously damage cooperation between the two global powers.

Barack Obama | China

Beijing has not said how it may retaliate. Here are some of the steps it could take.

MILITARY TIES

The most likely and immediate consequence will be that China again freezes military ties with the United States, which had been thawing since 2009, as the Obama administration sought to expand contacts between the Pentagon and the People's Liberation Army.

Those contacts, especially any high-level military visits, are likely to be on hold for months to come.

ECONOMIC TIES

China has the world's biggest pile of foreign currency reserves, much of it held in U.S. treasury debt. China held $798.9 billion in U.S. Treasuries at end-October, displacing Japan in September 2008 as the largest foreign holder.

But China has shown no sign of trying to use that stake to punish the United States. Doing so, or even hinting that it could, would alarm global financial markets and push down the value of the dollar, thus dragging down the value of China's dollar-denominated assets.

DIPLOMATIC COOPERATION

A more likely option is that China downgrades cooperating with the United States on diplomatic disputes that Beijing treats as less urgent than Washington.

One candidate here would be Iran. The United States and other Western powers are preparing to push for a fresh United Nations Security Council resolution imposing additional sanctions on Iran over its nuclear activities.

As a permanent member of the Security Council, China has the power to veto any resolution, and it has never been a supporter of strong sanctions against Iran, a major oil supplier. Now Beijing could drag its feet even more.

BILATERAL DIALOGUE

China could also slow, downgrade or postpone talks with the United States spanning issues such as human rights and trade.

Both sides are due to hold a high-level "strategic dialogue" on political and economic issues later this year. So far preparations have been moving forward with no hint, at least yet, of those talks being stymied.

The Obama administration is preparing a global summit on nuclear arms issues for April. China could also use that event to voice its anger. So far Beijing has not publicly said which of its leaders, if any, will attend that summit.

GOOGLE DISPUTE

Internet search giant Google Inc's threat last month to quit China over hacking has so far been met in Beijing with a fairly low-key response, even as state media has lambasted the United States and the company.

The Taiwan arms sale could complicate efforts to resolve that dispute by making China less accommodating and taking a harder line.

CHINA'S DETENTE WITH TAIWAN

China is unlikely to saber rattle at Taiwan and throw off-track a detente process which has gathered pace since Ma Ying-jeou because the island's president in 2008.

But Beijing could slow down talks on a broad-ranging free trade agreement with Taiwan, seen as key to boosting the island's economic fortunes, hard hit by the global downturn.

The arms sale is also a timely reminder that despite warming cross-Strait ties, political and military suspicions remain deep-rooted.

Miami leaders fear a financial meltdown

Though the fiscal year has barely begun, Miami leaders are bracing for a budget hole that could nearly wipe out the city's entire reserve.

crabin@MiamiHerald.com

Facing a widening financial crisis, Miami leaders are already projecting a $45 million budget shortfall this year that could force the city to deplete its reserves and sell key assets to stay afloat.

Rising costs, slumping property tax collections and ever-growing pension obligations are feeding a meltdown that's now forcing administrators to look for drastic new sources of income not needed since the state took over Miami's books 14 years ago.

``We understand the gravity of the situation,'' said Miami Mayor Tomás Regalado.

The findings harken to the bleak days of the mid 1990s, when it was discovered Miami was using bond money shuffled through various accounts to try to cover a $68 million hole.

Today, a reserve that brimmed with $141 million in 2003 could plummet to less than $10 million by the time commissioners are finished with this year's budget in September, projections show. If that happens, Miami will break its own financial integrity laws -- prompting some officials to fear another painful state takeover.

``Unbelievable,'' said County Commissioner Carlos Gimenez, who was Miami's city manager when its reserves peaked in 2003. ``They forgot the lessons of the past.''

The financial woes come as federal investigators continue a sweeping investigation of Miami's budget practices over the past four years, including questions over whether the city disclosed problems to bond holders.

The U.S. Securities and Exchange Commission has demanded all the city's records, e-mails and shreds of evidence involving more than a quarter of a billion dollars in bond deals for major projects since 2006.

The SEC investigation followed a report by The Miami Herald last summer revealing how top city officials engaged in a financial shell game, moving millions from capital accounts to help the budget stay flush.

City leaders were also tapping into reserves to balance the books even as Miami was reaping record property tax returns during the historic housing boom.

``The problem was they were dipping into the reserve in some of the greatest boom years ever in the city,'' Gimenez said.

Based on the latest projections, the trend of siphoning the reserves will have to continue to keep the budget balanced. If that happens, the city would likely have to resort to dire methods to bring millions back in.

``We'll have to go and sell an asset,'' said Regalado, who declined to detail which city properties could be on the market. ``That is a potential remedy.''

During its last financial breakdown, the city was so desperate it sold the property on which the AmericanAirlines Arena now sits to the county for $27 million.

LOWER RETURNS

Now, the city would be selling property during an economic recession not seen since the 1930s, bringing far lower returns at a time banks are reluctant to lend money.

The budget reality comes just three months after the city scrambled to seal a $118 million hole for its 2009 budget.

So far this year, budget director Michael Boudreaux's 2010 forecast shows shortfalls and overspending across the board:

Overall collections -- including property tax receipts -- are expected to be $17.8 million below projections.

Government agencies are on target to overspend by $6.2 million.

The police department, parks and recreation and risk management face a combined budget shortfall of $15.3 million.

Despite the outlook, city leaders say that if the economy turns slightly, collections could pick up. Also, ``There are cuts we can make between now and the end of the year to help us come in on budget,'' said Chief Financial Officer Larry Spring.

Still, the implications could be severe.

Besides the possibility of more department cuts and layoffs, a depleted reserve could hinder Miami's ability to issue bonds worth millions of dollars, including one to build a tunnel to the Port of Miami and another to bankroll badly needed affordable housing.

William Earle Klay, the director of the Askew School of public administration and policy at Florida State University, said rating agencies closely study reserve funds.

``Tapping into reserve funds, and how much you tap into those funds, is something that rating services look at,'' he said. ``Your credit ratings can go down, and if it's a revenue bond, they may have to raise the prices.''

ALARMING NUMBERS

City leaders and financial forecasters say even this early, the numbers predicted by Boudreaux are alarming -- and raise new red flags for a city already facing the SEC scrutiny.

Commission Chairman Marc Sarnoff was stunned when the mayor revealed the numbers last week, prompting the commissioner to warn that if spending isn't reined in, the state could step back in and strip the city of its decision-making.

``They took the keys of the Cadillac away from us all because we didn't have any short-term vision,'' Sarnoff said, alluding to the 1990s.

The budget disclosure is the latest blow to a city reeling from financial headaches since last summer.

In July, The Miami Herald investigation found skyrocketing salaries and pension obligations had strangled the city's budget. The quick fix -- transferring millions between capital accounts and the city's general fund -- only raised more questions.

In November, City Auditor Victor Igwe released a scathing report saying Miami skirted financial integrity rules by engaging in ``inaccurate and misleading'' budget practices to fill budget holes. As part of his report, he questioned the use of $8.2 million in city impact fees to balance the books.

And in December, the SEC officially launched its probe, seeking records of budget practices detailed in Igwe's audit and The Miami Herald report.

``It's sad that history may be repeating itself,'' said Howard Frank, a Florida International University professor who chronicled the disaster of the 1990s in the book The Miami Fiscal Crisis.

Parallels between the past and today include years of ``flat or declining property tax bases'' and an inability of city leaders to plan for those declines, he said.

One of the city's major challenges continues to be lowering its worker-friendly pension obligations. Since 2001, those demands have risen by 400 percent, reaching $67 million last year. This year, that number will rise to $101 million.

Regalado has promised to negotiate with the unions to lower the costs.

But Frank warned that city leaders can't just blame pension burdens for the present problems. ``The pension situation is not just unique to Miami,'' he said.

This year's projections had Sarnoff shaking his head last week. ``How could we be so out of budget?'' he asked. ``We're in crisis mode.''

Could Vancouver 2010 be the next 9/11? (UPDATED 9:00AM EST 1-31-10)

WARNING:

I now believe I have reasonable grounds to suspect there could be a “false flag” operation carried out somewhere in the Vancouver area during the Olympics in Canada. Yes, this is purely speculation, but I feel the mention of it is justified in the interest of our national security to keep an eye on potentially dangerous overlapping occurrences. The games will take place in Vancouver and Whistler from Feb. 12th until Feb. 28th. Below, I have compiled the following suspicious activity and coincidences by searching and analyzing the news from various media sources and by speaking with my own contacts.

The people thank you all for your hard work and courage to cover this potentially controversial topic that the mainstream media would never dare to hypothesize over.

In my opinion, an attack on the Olympics while it is being highly guarded would be the perfect way to bring in more police state measures and to more fully integrate the US and Canada into a functioning North American Union. I will provide some evidence of this taking place already. However, the question remains, is that what will happen?

I hope you will look at the information and make up your own mind as to what pattern you see unfolding, this could really go any number of ways. Any information provided is for analytical and educational purposes only and is meant to raise public awareness of current events and the potential dangers they could present. Linked sources will be provided at the bottom of the article for reference and additional information.

WARNING SIGNS:

1.) Kinder Morgan, Dyno Nobel, Goldman Sachs, CIA and the missing Ammonium Nitrate

Two tons out of 6,000 tons of Ammonium Nitrate, (a fertilizer used in making powerful explosives) have gone missing from a shipment to a storage facility in the Vancouver area from a company that was recently bought out for $22 billion by some of the world’s largest financial companies. The buyout is being led by co-founder and chairman Richard D. Kinder, a ex-Enron executive. The companies involved in the purchase are Goldman Sachs, AIG, The Carlye Group and Riverstone Holdings. If that doesn’t get you interested, I don’t know what will.

The company that was purchased is called Kinder Morgan, it uses a lightning bolt (a common symbol used by occult religions to represent a serpent) on its logo. Kinder Morgan didn’t report the two tons missing to the police for over a month, when they did report it they came back a week later only to say they had simply made a “clerical error”, so the police could stop looking for it. Soon after the announcement, the RCMP started their investigation anyways and came back saying they cannot confirm that it was really accounted for.

Kinder Morgan has also tried to disperse the blame by pointing out to everyone that they are only one company in the chain that had contact with the shipments, I’m glad they did, because things are about to get more interesting following that lead.

250 truckloads were reportedly sent to Dyno Nobel, (formerly known as Hercules Powder, Dyno Nobel is an explosives company with ties to the OK City bombing and CIA) for packaging, because apparently, only an explosives company can correctly package some fertilizer. There were also trucking companies hired to ship the product that the RCMP is supposedly attempting to track down and interview.

To put this into perspective, it is claimed by the government that only one ton of this material was used during the Oklahoma City bombing, and now two tons are missing. That amount would be more than enough material to cause substantial damage to numerous locations.

On the topic of Dyno Nobel, I would also like to point out the people involved with Dyno Nobel. The owner’s name is Marshall Riconosciuto, and his son is a known CIA asset named Michael J. Riconosciuto who was highly skilled in many sciences. Former FBI investigator Ted Gunderson says that the Ammonium Nitrate bomb in the Oklahoma City truck bombing was only a cover for the more powerful bombs in the building, some of which didn’t detonate and were even found. Michael J. Riconosciuto apparently designed those bombs at Dyno Nobel, they are called “Barometric Bombs” or “Pineapple Bombs”. Michael J. Riconosciuto also had his lawyer send a letter to Colin Powell on February 19th, 2001 warning of an impending terrorist attack he had information on that would take place.

With all of this said, it could be nothing, but plenty of questions come to mind.

2.) Afghanistan and the Ammonium Nitrate problem

The media is suddenly going wild about how Al-Qaeda terrorists in Afghanistan are now using Ammonium Nitrate for explosives and the Afghani government has banned the use of the material. Afghanistan has also banned the use of Ammonium Nitrate for fertilizer due to this problem. According to the intelligence service in Afghanistan, more than 80% of bombs there use Ammonium Nitrate. According to the Department of Defense, two tons of Ammonium Nitrate is enough material for 100 bombs. Farmers use the Ammonium Nitrate for fertilizer, but they can get double the amount they paid for it to sell it to someone else. This hides the purchaser from scrutiny; now put that together with the Kinder Morgan situation.

3.) Canexus and the chlorine conundrum (Thanks to CW Gayle and Tyler for their contributions)

For some reason, unlike the 2002 Olympics in Salt Lake City when it wasn’t allowed, companies are being allowed to use railways to ship hazardous chemicals like Chlorines and Ammoniums during the Olympics and even through residential areas, and not just during the Olympics, but at night of all times. So they are going to allow companies to ship some of the most hazardous materials possible when they are most vulnerable.

One such company is Canexus Limited also known as Canexus Chemical. Canexus has a long record of good safety but do they think they prevent a train from being sabotaged? The RCMP claims that they have planned for chemical attacks and the situation is under control. The company will be shutting down its plant during the games and for an expansion project where they have to tear up the rail yard. They just recently came up with the bright idea to ship their hazardous chemicals through the Olympics, even though they had more than enough time to coordinate this sooner.

The same railway transports anhydrous ammonia which sits on the tracks for months. There is one detail I will add personally, and that is one that the mainstream media has not mentioned.

According to Wikipedia,

“Ignition occurs when chlorine is passed into ammonia, forming nitrogen and hydrogen chloride; if ammonia is present in excess, then the highly explosive nitrogen trichloride (NCl3) is also formed.”

The company plans to store their chlorine behind a $250,000 security fence in Whitman County. Residents are worried and US transportation security consultant Fred Millar says it is a huge hazard. Depending on the source at the Canexus, they are moving the train to protect from terrorism, or they aren’t. The question I have is why is the government allowing this kind of behavior when they know the risks involved? Those involved are intentionally and openly risking the lives of millions with one train.

4.) Bin Laden and his impeccable timing

Right on cue, as if it were a screenplay, and four days before the State of the Union address, the guy you have all heard of since 9/11, haven’t seen in a long time and who is probably dead, Mr. Usama Bin Laden ladies and gentlemen, give him a round of applause! He just came out in what is probably going to turn out to be yet another faked tape and predictably praised the underwear bomber that burned his genitals in a failed bombing attempt on Christmas Day of 2009 and said the attacks will continue and we can expect another 9/11 if we stop supporting Israel. Days later he came out with another tape supporting the dead concept of man-made Global Warming.

When did Usama Bin Laden become the new Edward Bernays? He’s become a Public Relations mouthpiece, and nobody is falling for this one, sorry guys, people might not be easy to fool, but nobody is that stupid. You’re taken it too far this time, you guys are killing yourselves. But for those of you who do believe Usama and Al-Qaeda are out to get you, here’s something for you.

Look just how effective these guys are, they can get our freedoms taken away by our own governments, simply by penetrating our security and hurting only themselves in the process, clever aren’t they? Actually, they seem to have more freedom than we do! They can board airplanes with no passports, or while they are on terrorist watch lists. I don’t think I’d get away with that if I tried!

5.) Stephen Harper, the Prime Dictator?

In a recent development Canadian parliament has been prorogued (A term where they are suspended typically in order to make new legislation and where all governmental power apparently resides within the office of the Prime Minister.) until March 3rd (Remember that date.) after the games. The Prime Minister has also been given the sole responsibility for making the judgment call to shoot down any high jacked aircraft; normally this is not his responsibility.

This is strangely the same as before 9/11 where Dick Cheney was given control of the military air defenses for a short time due to war games being conducted, and he denied the request to shoot down the plane approaching the Pentagon. This was testified to by Transportation Secretary, Norman Mineta in front of the 9/11 Commission, though no mention of this was given in the final report you can still watch the video of his testimony.

The people of Canada have already held large protests about Harper getting rid of the parliament so he could run things if anything were to coincidentally happen during that time period. The media claims he is doing it to dodge questions about torture, that doesn’t make much sense to me though, won’t they just ask him again later?

It’s okay, Stephen Harper, the Prime Minister give some reassuring words, he says that without MP’s in the Commons, they can take care of more “important work”. Oh, well, great! I guess we shouldn’t be concerned at all then. Nah.

6.) The Canada/Israel (Mossad) Public Security agreement

Apparently, Canada and Israel joined forces on such things as what follows:

“The terms of reference of the Canada-Israel Declaration are extremely broad. They include issues of immigration and ethnic profiling, the management of borders, intelligence and the exchange of information, emergency preparedness, correctional services, prisons, law enforcement and counter-terrorism. The Declaration of Intent involves the setting up of a close bilateral cooperation arrangement at the ministerial level. A management committee has been set up under the helm of the Deputy Minister of Public Safety and Emergency Preparedness of Canada, and the Director General of Public Security of the State of Israel. “

Make of that what you will, the link is at the bottom.

7.) North American Integration: The Military

On February 14th, 2008, Canada and the US signed an agreement which allows for the deployment of US troops inside Canada. Sounds like a good idea to me, if you want to integrate the two nations into a North American Union, but who would want to do that sort of thing? Anybody but the Bilderberg Group, look the other way folks, nothin’ to see here.

And if the military wasn’t enough, soon enough police officers will be allowed to come join in.

Headline: New maritime security law will deputize U.S. officers “in every part of Canada” during integrated operations. (North American Union anyone?)

“On November 27, Public Safety Minister Peter Van Loan and Justice Minister Rob Nicholson tabled legislation that would transform designated U.S. police and security agents into peace officers equal to the RCMP “in every part of Canada” during joint maritime border operations.”

The Olympics in of 2010 will be a “joint maritime border operation”, but the legislation won’t be passed in time for the Olympics, an attack would certainly ensure it got passed though, wouldn’t it?

8.) No accountability, no privacy

British Columbia’s privacy office has been frozen, leaving the government unaccountable, says a leaked letter.

“Operations at the Office of the Information and Privacy Commissioner have ceased, leaving British Columbians with no independent office to hold the government accountable, says a leaked letter marked “Extremely Urgent” to the Speaker of the Legislative Assembly. The letter, sent Friday, is from the executive director of the Office of the Information and Privacy Commissioner, Mary Carlson, and is addressed to Bill Barisoff. She said staff have shut down the whole operation to avoid any legal issues that could arise from reviewing cabinet files or law-enforcement information. Their duties also include opening appeal files and privacy complaints, securing and reviewing records on the subject of an appeal, authorizing time extensions to respond to access requests and policing the timeliness of government responses to access requests.”

—————————————-

9.) 2,400 scheduled surgeries cancelled

Hospitals in the area surrounding the Olympics have cancelled 2,400 elective surgeries to make room for apparently much expected patients needing surgeries during the Olympics. Of course, public relations is blaming them for doing it for other reasons like saving money. They say that even if that makes no sense, the government had no problem spending well over a billion dollars on the Olympics, they are clearly not concerned with spending a little bit of money on surgeries. Again, make of this story what you will, either way, whether or not this is a warning sign, it’s not very nice of them to cancel peoples’ surgeries in favor of hypothetical surgeries. I’m sure they could accommodate the few people that could possibly get hurt, but, over two thousand? Sounds more to me like they’re getting ready to pick up some pieces and clean up their mess.

—————————————-

10.) World leaders decide to sit this one out.

It seems that people may be getting tipped off or have prior knowledge already! What are they afraid of if the largest joint security operation ever taken on by Canada and the US is there to protect them?

“Obama is not alone; presidents and prime minister of other countries around the globe are sending representatives as well.”

—————————————-

11.)

The same Israeli company Verint, whose camera systems were on buses and in the London underground and inconveniently (for us) malfunctioned on 7/7/05 during the London Bombings, was the same company to install cameras in Vancouver Airport, the subways in Montreal, and other key locations around Canada. Also, worthy of noting is that in the past, during a large terrorist attack where their systems are installed, as the DOW goes down, stocks at Verint have always shown to have gone up. They are said to be connected to the Madrid bombings on 3/11, as well as 9/11. In more interesting news about Verint’s systems,

It appears that there is a backdoor in Verint’s system that can be accessed any time from any where. Still the U.S. continues turning the other cheek and allowing it to happen.”

—————————————-

12.)

Security measures have been increased to an historic all-time high with spending around $1 billion, even amid financial turmoil. Security includes the foreign United States military using NORAD to secure the air, purchases of 800 CCTV security cameras, new fences, two remote submarines to check for underwater threats and even bomb sniffing dogs. Canadian military with warships, black helicopters and fighter jets have been seen floating and flying around the Vancouver area already in January causing fear to many Canadians. There will also be tens of thousands of police and private security forces who are reported to be renting schools and trailers to use as bases for their operations.

Strangely enough, regardless of the build-up of security they have undertaken and the threat of attacks, they seem to double-think and claim to not be worried about it that much and are even allowing weaknesses in security to be exploited through the media. The contracted security companies have even been hiring people with zero background in security to help run security at the games, people who will not even have enough time to train properly to do their job. Security consultant Fred Millar says the show of security is a “security theater”, explaining that it’s all for show and there are still many, many holes in the security that has been set up.

13.) Peter Power Ranger, Visor Bombing Consultants and the Canadian Center for Emergency Preparedness

Ah yes, Peter Power, sounds more like a Power Ranger than an emergency consultant, but, guess who works as a consultant for the Canadian Center for Emergency Preparedness? You guessed it, Peter Power does, the same guy that was there on 7/7 during the London Bombings. For those of you who don’t know who Peter is or what his company Visor Consultants was doing when the London Underground was bombed, you’re in for a surprise.

Here’s the scoop, during the London Bombings on 7/7, Visor Consultants was working with the government helping to practice for a “fictional” scenario where the London Underground and bus system would be attacked by terrorists with bombs. Well, as the story goes, they were running these drills and while the drills were being run, guess what happened? The same thing they were practicing happened while they were doing the drills, on the same exact targets. And since the same targets were attacked in real-time, they had to switch from fiction to reality. Wow, what a coincidence! That sounds just like 9/11! What another coincidence!

Sounds pretty farfetched doesn’t it? I agree, I mean, what are the chances of that happening without someone on the inside, like, oh I don’t know, Peter Power perhaps? Fortunately for you, I have those statistics below. His bio never makes mention that he was there during the 7/7 attacks, surprisingly. It’s strange too, because he did such an excellent job of dealing with that crisis, the police stood around doing nothing for hours, they said nothing was wrong and everything is fine, nothing to see here, move along. Yeah, of course nothing was wrong, they wanted that to happen! So from their perspective, nothing was wrong! Now, I’m exaggerating about the police, the police probably had no clue what was going on and figured it was all part of the drill.

Now, if you would like to learn more about that whole story and listen to audio and watch video of what happened, I am providing you with links to learn all about it at the bottom. Alex Jones made a documentary film covering acts of false flag terrorism where he covered these 7/7 bombings in London, along with 9/11 in New York and 3/11 in Madrid. Yes, you can see those numbers look funny, I’ll cover that later, it’s probably just a coincidence though. The fact that he was never investigated must also just be a coincidence, not intentional.

We Are Change even confronted Mr. Powerful wanting to ask him questions about it, and he made sure to avoid being questioned about it on the spot, almost as if he was guilty. Come on Peter, if you have nothing to hide, why not talk to We Are Change? The best you’ve done is go on a BBC blog and post a comment on how you want everyone to believe you’re innocent. It’s going to take a bit more than that to convince us crazy conspiracy theorists Peter. Either way, thanks for finally revealing the company that hired you to do that job, what was the name again? Reed Eleveiser? Now, I’m going to leave open the possibility that Peter Power himself did not know that this was going to happen, but, I personally doubt that. I don’t apologize that I have to add humor to lighten the mood, but I’m not here to be professional, I’m here to help you understand the situation.

Now, let’s go ahead and put that coincidence into perspective real quickly.

UPDATE 2-Accused 9/11 plotter likely to face execution

* Gibbs has no comment on moving trial from New York

Bonds

* Republican says they will deny funds for New York trial (Updates with Axelrod quote, more background)

By Alan Elsner

WASHINGTON, Jan 31 (Reuters) - Accused Sept. 11 plotter Khalid Sheikh Mohammed will be tried and convicted and is likely to be executed, White House spokesman Robert Gibbs said on Sunday.

Interviewed on CNN's "State of the Union," show, Gibbs said: "Khalid Sheikh Mohammed is going to meet justice and he's going to meet his maker. He will be brought to justice and he's likely to be executed for the heinous crimes he committed."

Gibbs did not confirm reports that the Obama administration has begun looking for places other than the heart of New York City to prosecute self-professed mastermind Mohammed and four accused co-conspirators in the face of fierce criticism tied to security and costs.

"We are talking with the authorities in New York. We understand their logistical concerns," Gibbs said. "We will work with them and come to a solution that we think will bring about justice."

Appearing on NBC's "Meet the Press," senior White House adviser David Axelrod said President Barack Obama still wanted Mohammed and the other Sept. 11 defendants to be tried in the U.S. justice system.

"The president believes we need to take into consideration what the local authorities are saying. But he also believes this: He believes that we ought to bring Khalid Sheikh Mohammed and all others who are involved in terrorist acts to justice, swift and sure, in the American justice system."

U.S. Attorney General Eric Holder decided in November the trials would be held in New York, where the federal courthouse is connected to a fortified detention center with a tunnel.

But U.S. officials said last week Holder has begun considering other venues.

Republican Senate leader Mitch McConnell, also on CNN, said the accused plotters should be tried by a military commission, preferably at the U.S. military prison in Guantanamo Bay in Cuba. He said Republicans would deny the administration the funding to mount a trial in New York and predicted that many Democrats would join them.

"Interrogate them, detain them and try them in a military commission offshore at Guantanamo," McConnell said.

Obama promised to close the Guantanamo prison, which became a focus of anti-American feeling worldwide, within a year of taking office, a pledge he failed to meet. The administration now plans to transfer some of its remaining 192 prisoners to a state prison it hopes to acquire in Illinois.

The decision to reconsider the location of the Mohammed trial came as Obama faced increased political pressure to refocus his agenda. Obama has been trying to push through a health care reform initiative and reduce high unemployment.

LOOKING OUTSIDE NYC

Last week, New York City Mayor Michael Bloomberg reversed his support for holding the trials in Manhattan.

"I can tell you I would prefer if it was done elsewhere. I think some of the suggestions make sense, like a military base, because it's far away from people and you can provide security easily," Bloomberg said.

Democratic Senator Evan Bayh of Indiana told "Fox News Sunday" it would be hard to justify having the trials in New York because of the cost alone.

"I think this is one of those things that sounded good in theory, but in practice doesn't work so well," he said.

In addition to security concerns, some lawmakers -- as well as some relatives of the almost 3,000 people who were killed in the 2001 attacks on New York and Washington -- have said the defendants could use the criminal courts as soapboxes to propagate their anti-American beliefs and turn the trials into a media circus.

In one previous trial connected to the hijacked plane attacks, Zacarias Moussaoui was sentenced to life in prison in 2006 after being convicted of conspiracy. The trial was in United States District Court for the Eastern District of Virginia in Alexandria. (Editing by Doina Chiacu)

The Terror Card: Fear is the Key to Obedience

Definitions of terrorism

Webster’s dictionary defines terrorism as the systematic use of terror especially as a means of coercion. [1].

However, the United States code defined terrorism as “(An) act of terrorism means an activity that (A) involves a violent act or an act dangerous to human life that is a violation of the criminal laws of the United States or any State, or that would be a criminal violation if committed within the jurisdiction of the United States or of any state, and (B) appears to be intended (i) to intimidate or coerce a civilian population: (ii) to influence the policy of a government by intimidation or coercion; or (iii) to affect the conduct of a government by assassination or kidnapping.” [2].

This is an official congressional definition of terrorism that applies only to other nations. However, the psychological end results of terror, is always fear that eventually leads to resignation and submission. Fear and terrorism are interconnected, therefore, we should discuss their connection in order to understand their impact on our behavior, and their use to control people. Fear has been the glue that has kept people attached to their dictators and to their gods. It is worth our time to take a brief look at this phenomenon that rules our existence.

Fear is the key to obedience

Man’s self-awareness is the progenitor of his alienation, fear, egocentrism, and anxiety; therefore, the unexamined life is worth living for the human herds, because it gives them a sense of false security and pseudo-belonging. Fear is the ulcer of the masses that cripples their psyche and vanquishes their freedom. [3].

Biblically speaking, fear was always used by the clergies to ensure that people would obey the rules that were allegedly bestowed by God upon humanity to avoid burning in hell. These rules were actually written by men to control the masses and to perpetuate the power of the religious leaders. As a result, telling the truth and challenging the establishment will only lead to ridicule, crucifixion, and death.

Unfortunately, fear is the driving force and the main psychological component of terror. Fear incapacitates people and renders them impotent. Fear is conducive to regressive behaviors by responsible adults, where people become dependent on an illusory parent figure like the government or a corporation per example, in order to protect them from the evildoers. So they become willing to relinquish their most intimate and sacred rights in order to feel safe. [3].

How governments perpetuate fear through the use of the media

Americans have been living in fear since 9-11. However, the reality behind our fears has been set out by our own corporate media who has been the main culprit in spreading it like a disease. Our media has terrorized our hearts and minds for years through their subliminal violent programming, and sensational coverage of their own version of the distorted truth.

Sensationalism and misinformation are the essence of the modern media! Angry talk shows are the dish of the day, where the host abuses, yells, belittles, terrorizes his guests to ensure that their opinions are not heard, and only the host’s scripted ideas emerge as the winners, so his or her master’s agenda is served.

The media has been spreading terror for years in the hearts of the American public, in order to force them to watch their trivial programming. Just as in Orwell’s Oceania , the airwaves are bombarded with 24 hours news channels that would resort to any twisted strategy to keep their distorted coverage going. “If it bleeds it leads. The airwaves are also inundated with shows and stories that promote fear, exaggeration of situations, twisting of the truth, psychological propaganda, bloody and gory stories, and buzz words (i.e. flesh eating bacteria, shark attacks on our shores, weapons of mass destruction, SARS, West Nile virus, carjacking, hijacking, war of the sexes, violence, epidemics, pandemics, child abductions, gay marriages, bird flu, H1N1, and so forth and so on). All designed to frighten, brainwash, manipulate, create conflict, confuse, liberalize, and mesmerize their audiences into watching their programs where anything is acceptable. “Instill fear in them and they shall watch and follow”. This is a policy of terror not of democracy. [3].

The terror card

Just as in the case of the Nazi Germany and the Israeli State, terror has been the ace in the hole for the US government. They have even adopted Israel’s model of safety. They totally ignore that the US is not under occupation as the Palestinian people are in Palestine , and that the alleged terrorism in the Holy Land is simply a reaction against unholy brutal occupation.

The US Homeland Security (the Orwellian ministry of lies) would like to use the Israeli anti-terror system, which is usually financed by American tax payers (US government gives Israel $7 to $8 billion dollars a year in money for being our friend besides the free military equipments, nuclear technology, and contracts).

As our proxy in the Near-East, an Israeli company has developed a system that matches high technology up with and behavioral psychology. It’s called WeCU, short for “We See You” (the same way Big Brother sees you). It projects images on a wall and monitors reactions of people. “If you strolled through an airport and saw a picture of your mother, you couldn’t help but respond.”

Or if you were a terrorist, the logic goes, you’d respond to a terror group logo or other familiar imagery. The reaction to these images could be a darting of the eyes, an increased heartbeat, a nervous twitch or faster breathing, said company CEO Ehud Givon. If the system observes suspicious behavior, a person is detained and interrogated. “One by one, you can screen out from the flow of people those with specific malicious intent,” Givon said. U.S. officials are considering the Israeli model for airport security. Israel practices ethnic profiling at Ben-Gurion Airport . Jewish Israelis typically pass through smoothly, while others like their Palestinian cousins may be taken aside for closer interrogation or even strip searches." In other words, if you are an Arab or a Palestinian, you will be strip searched and be subjected to body cavity searches. [4].

Of course the intimidation process that triggers anxiety, fear, and false positives doesn’t count, because the system is not designed to work but to harass and intimidate the identified victims just as the Stasi did in East Germany, or the Soviets in the Soviet Union. The Israelis’ self-hatred for being Jews combined with their desperation to be identified as Europeans (especially German) has continuously obfuscated their judgment and forced them to project their self-hatred against their Arab cousins and re-enact their persecution on their Palestinian brothers whom they occupy and slaughter on a daily basis, even though the Christian Europeans have persecuted, burned and murdered millions of Jews throughout history.

Purpose of terrorism

According to Herman and O’Sullivan, terrorism has served other purposes in the West beyond mobilizing of populations in support of counterinsurgency operations in the provinces. It created a generalized fearfulness and irrationality that give leaders greater freedom of action. Per example, the Reagan administration needed a terrorism threat tied to a foreign enemy to justify its enormous arms buildup of the early 1980s and to distract attention from its regressive economic and social and social policies. [5]. Thorstein Veblen (American economist and social critic) pointed out in 1904 that militarization to combat a foreign enemy is the natural and best hope of the American elite as “a corrective for ‘social unrest’ and similar disorders of civilized life” and as the route to “popular submission and squalor.” [6]. Therefore, opponents of militarization and harsh measures against dissident minorities are paralyzed by terrorism propaganda, and it is very difficult to do something that demagogues can interpret as “helping terrorists.”

Ironically, the alleged underwear/Christmas Nigerian bomber who was listed in our intelligence data base as a terrorist and who had no coat during his trip to the United States (despite freezing temperatures) or luggage, had a one way ticket, and was aided by a professional mystery man who helped him get on the plane, was easily granted a visa by the US embassy to the United States.

Are our embassy employees so inept that they keep making the same errors over and over again?

Or incompetence is always a better strategy than complicity and treason?

This Christmas day incident created a major distraction during the holidays, revived the existence of the mythical Al Qaeda, and was used as a state propaganda tool to drum up fear in the public.

Sure enough few days later, a fabricated audio tape of the late Osama Bin Laden conveniently surfaced to corroborate the link of the Nigerian bomber to Al Qaeda.

This event has set the stage for the next level of terror propaganda that will pave the way for additional loss of liberty and multi-million dollar contracts for the Terrorism Industrial Complex that will be providing the airports of the world with body scanning machines to protect the herds from terrorism. Let’s remember that using intermittent fear mongering through contrived incidents is a great marketing strategy to sell expensive security gadgets and to erode freedom. No wonder that most Americans favor ethnic profiling and body scanning in airports, according to a recent poll conducted by a government mouth piece/newspaper “USA Today.” [7]. As I mentioned in a previous article that people will always give up their liberty for their safety, and that Mr. Obama has quickly learned that the permanent war on terror card is the inherent ingredient to maintain his power, and to guarantee himself a second term.

Consequently, the TIC public-private partnership will continue to promote more technology for safety. Per example, Iris scanning technology in airports provided by L1-ID solutions a company that George Tenet former head of the CIA benefited greatly as a major shareholder and a previous director of Viisage that was acquired by L-1 ID solutions will eventually be implemented. [8]. Or next time you decide to fly, Homeland security and their subdivision the TSA (the thought and behavior police) might slap on you a shocking bracelet that would serve as your boarding pass, and would track your lost luggage, set off an alarm in area that you are not allowed to be in, awaken you with an electric jolt if you fall asleep and helps you not to miss your flight. Subsequently, a stewardess can shock you and/or immobilize you if you get out of line. Of course this bracelet is designed to ensure your safety and the safety of your luggage from being lost. A top government official expressed interest in these safety bracelets in 2006. However, as of today it remains unclear if this is the trend of future air travel. [9,10].

Racism as a tool to promote terrorism and suspend natural rights

Give up your freedom or die! That is the logo that most Americans believe in at this point of time as told by their government. What is a loss of a few sacred rights when we can keep you safe and alive, our government asks? In addition, our government implies that they are not discriminating against you, but they are only targeting a specific ethnic and/or racial group who doesn't look like you and who wants to kill you. It’s our holy (Jihad) war against the evil dark skinned man versus the good and pure white Christian man (even though purity is a myth and humanity is a pool of mutt who has shagged each other for thousands of centuries). The government will also tell us that they will use the terrorists’ violent tactics to eradicate as taught by our Lord Jesus Christ. This is the dogma of our alleged born again U.S. Christian government.

Historically, every dominant race and culture has appointed itself as the supreme one and the rest had to follow. In contrast to the bible, the meek shall not inherit the earth, but shall perish like an insignificant cockroach. Racism like hate and destructiveness is part of the human character. It is definitely a great political tool to create division among the masses in order to dominate them; in addition, down-grading people justifies their eradication. The establishment has the ability to define a race and to alter that same definition based on the political climate of the day. The illusion of belonging to a superior group helps compensates for the person who feels like a flee, and in lieu the group membership leads him to feel like a giant by appealing to his or her narcissistic biases. Group narcissism is a key factor in racism. It is fueled and perpetuated by politicians. Racism and fear go hand in hand. Fear is a natural response for self-preservation. By connecting fear to racism and artificially inducing it in people, weakens the masses and divides them, fabricates consent, and makes racism a mechanism of pseudo self-preservation. [3].

A brief view of The Terrorism Industrial Complex (TIC)?

According to Herman and O’Sullivan, the terrorism industrial complex consists of security agencies closely connected to the government. Many of their employees are previous government employees from the intelligence community and the military.

The private sector terrorism experts in the west who reaches the mass media are generally affiliated with the terrorism industry institutes and think tanks. A large fraction of these experts also has revolving-door relationships with governments and government intelligence agencies, and many are connected with private security firms.

They therefore reflect official views and a state agenda, and they rarely depart from the assumptions of the western model of terrorism. Some of the experts have a material interest in “threat inflation.” [5]. The security industry serves business and government; it therefore approaches “terrorism” from the standpoint of its employers and principals. Some segments, especially those providing security services and recruiting and training mercenaries, are often arms of the government that carry out covert actions for which the government does not want to admit responsibility.

Leaders of the security business organize and participate regularly in conferences, hearings, and seminars on terrorism, and are experts consulted by the media to explain and show how to cope with the terrorist threat. Because of their structural position and role, members of the security industry look at terrorism strictly within the frame of the Western model. And they have a material interest in inflating the threat of terrorism in order to elevate, their own importance as supplier of counterterrorism services. Since the West engages in and supports a primary terrorism under the guise of responding to the violence of others, the security industry naturally gravitates to the support of and participation in real terrorism, as exemplified by advising the Guatemalan and Honduran military on apprehending and interrogating so-called terrorists and aiding the Nicaraguan contras. In the West this is all known as counterterrorism. [5].

The industry naturally excludes the terrorism of the West and its clients from the terrorism agenda, and in fact, makes primary terrorist like the governments of South Africa and El Salvador victims of terrorism engaging in counterterrorism. The press follows closely in the terrorism industry’s wake. Thus Abu Nidal, loosely affiliated with Libya and Syria , merits great attention as a terrorist; the leaders of RENAMO, whose killings of unarmed civilians exceed those of Abu Nidal by a factor of many hundred but who are surrogates of a Western client and ally, South Africa , are rarely placed on official and expert lists of terrorists and are given slight attention and inspire little indignation in the mass media. Even after the State Department itself issues a report documenting RENAMO killings on a staggering scale, mass media attention was fleeting and their indignation was restrained (in contrast with their reaction to the killing fields of distant Cambodia ). Even traditional terrorists like Orlando Boschand Luis Posada Carriles, who blow up civilian airliners and engage in multiple assassinations, do not attract substantial media attention. As long as they only attack the citizens, facilities, and friends of enemy states, the terrorism industry and media display little interest in their activities. This pattern is pervasive, and the choices have nothing to do with the substance of terrorism –in fact, they commonly involve emphasis on a lesser terrorism and simultaneous aversion of the eyes from wholesale terror. The choices are simply tailored to the political and propaganda needs of the West. If it is true that a substantial part for anti-Western terrorism is a response to western terrorism, then the solution to the terrorism problem for the West is clear: Stop doing it! The U.S. media rely almost exclusively on the government and private sector of the terrorism industry for their identification of terrorists, model of terrorism, facts, and proposed solutions. [5].

Manufacturing terrorism

There are several forms of manufactured terrorism. One is the inflation of the menace on the basis of modest and not very threatening but conceivable real actions (as with the weather underground and the West German Kurds). Another is the false transfer of the responsibility for a terrorist act to a convenient villain, as in the case of Agca's shooting of the pope. The spate of terrorist bombings in western Europe during the early and mid-1980s had the earmarks of being, at least in part, manufactured terrorism. The bombings were all too convenient for Western propaganda needs; many of them, especially those directed against NATO installations , were symbolic and ineffectual. [5]. The examples of manufactured terrorism are innumerable, and will continue to go on and on to advance Western governments political agendas. Terrorism is also manufactured in the private sector to incriminate union leaders, activists, and political enemies, sometimes in collusion with agents of the state. In addition, the West has produced an industry of institutes and experts who formulate and channel analysis and information in accordance with Western demands. These institutes as part of Terrorism Industrial Complex are designed to give authoritative status to experts who will confirm and reinforce state propaganda, to occupy the informational space that might otherwise be used by dissident voices, and thus to ensure closure of fact and opinion. The government and corporate wealthy nourish the institutes and think tanks that service and sponsor suitable intellectuals and journalists who will convey the proper messages. The function of experts is merely to clarify and elaborate on pre-established truths, which reflects an effective propaganda system. [5].

Terrorism as a tool for power and for grand theft of public money

As we have seen, there are several factors that influence terrorism and they're all connected and manipulated to serve political purposes, in order for the elite to increase their wealth, power, and global domination. The key ingredient to take away people's money, long standing systemic privileges, and their natural rights such as freedom is for governments to snatch it in increments through what social psychologists call the inoculation effect. Per example, you don't take away people’s social security privileges overnight, instead you will surreptitiously do it in small doses by regularly and gradually reducing these benefits to nothing, while the herds become totally desensitized to the idea of losing it. Like religious leaders, our public-private partnership (PPP) democratic governments have consistently and regularly robbed the proles of their money. Through taxation and inflation (indirect tax) induced and justified by deliberate and profligate spending to finance their alleged political agendas, they have transferred the wealth of nations to themselves and to their other half in the global private industry. Meanwhile, contrived terror will continue to be a great tool of control and wealth for the elites who have rendered their mercenaries and bandits into famous terrorists and global stars.

TARP Cop: Some Bailout Goals Still Unmet

Neil Barofsky, the Special Inspector General of the Troubled Asset Relief Program, says policymakers still have not addressed fundamental problems that triggered the financial crisis.

The government’s top bailout cop said Sunday that more than a year after the financial crisis hit, many of the goals of Washington’s $700 billion bank rescue program remain unmet and that policymakers still have not addressed fundamental problems that triggered the crisis, leaving the financial system vulnerable to another collapse.

In a 224-page quarterly report to Congress, Neil Barofsky, the Special Inspector General of the Troubled Asset Relief Program (TARP: undefined, undefined, undefined%), acknowledged that TARP had stabilized the financial system. But he said that it has so far failed to restore consumer and business lending and to significantly prevent home foreclosure.

And in a slap at Congress and the Obama Administration, Barofsky said that “it is hard to see how any of the fundamental problems in the system have been addressed to date.”

He said the bailout “will have been for naught if we do nothing to correct the fundamental problems in our financial system and end up in a similar or even greater crisis in two, or five, or ten years’ time.”

You can read Barofsky’s new report here

In June, the administration proposed detailed plans for reforming financial regulation. The House passed its version of the plan in December; the Senate version remains stuck in the Senate Banking Committee because of partisan disputes.

A spokesperson for the Treasury Department, which administers TARP and wrote the Administration’s reform plan, said the department “believes that financial reform is critical to helping ensure that our economy is never brought to the brink of catastrophe again. Since we delivered draft legislation to Congress last summer, we have been working closely with key offices from both sides of the aisle and remain committed to doing all we can to help enact these reforms as soon as possible.”

The top Republican on the Senate Homeland Security and Governmental Affairs Committee, Sen. Susan Collins, (R-MA), said she was “deeply troubled” by the report.

“It appears that ‘too big to fail’ institutions are even larger and possibly more interconnected as a result of TARP assistance,” she said. “The market mentality now seems fixed that the U.S. government will continue to step in and bail out giant financial institutions.”

In his report, Barofsky wrote that “on the positive side, there are clear signs that aspects of the financial system are far more stable than they were at the height of the crisis in the fall of 2008.” He noted many big firms that had received TARP funds had repaid them; that they had been able to raise new capital; that that taxpayers had earned a profit on certain TARP investments, and that the ultimate cost of TARP to taxpayers “might be significantly less than initially estimated.”

But Barofsky warned that in his view, little had changed to head off another financial crisis:

• “To the extent that huge, interconnected, ‘too big to fail’ institutions contributed to the crisis, those institutions are now even larger, in part because of the substantial subsidies provided by TARP and other bailout programs.”

•” To the extent that institutions were previously incentivized to take reckless risks through a ‘heads, I win; tails, the Government will bail me out’ mentality, the market is more convinced than ever that the Government will step in as necessary to save systemically significant institutions. This perception was reinforced when TARP was extended until October 3, 2010, thus permitting Treasury to maintain a war chest of potential rescue funding at the same time that banks that have shown questionable ability to return to profitability (and in some cases are posting multi-billion-dollar losses) are exiting TARP programs.”

• “To the extent that large institutions’ risky behavior resulted from the desire to justify ever-greater bonuses — and indeed, the race appears to be on for TARP recipients to exit the program in order to avoid its pay restrictions — the current bonus season demonstrates that although there have been some improvements in the form that bonus compensation takes for some executives, there has been
little fundamental change in the excessive compensation culture on Wall Street.”

• “To the extent that the crisis was fueled by a ‘bubble’ in the housing market, the federal government’s concerted efforts to support home prices…risk re-inflating that bubble in light of the government’s effective takeover of the housing market through purchases and guarantees, either direct or implicit, of nearly all of the residential mortgage market.” (Fannie Mae, Freddie Mac, the Federal Housing Administration and other government agencies now insure more than 90% of all mortgages from the risk of nonpayment.)

Barofsky also said that TARP goals to increase bank lending and prevent home foreclosures “have simply not been met” – “lending continues to decrease, month after month” and “foreclosures remain at record levels (and) the TARP foreclosure prevention program has only permanently modified a small fraction of eligible mortgages.

“To the extent that the government had leverage through its status as a significant preferred shareholder to influence the largest TARP recipients to carry out such policy goals, it was lost with their exit from TARP,” he added.

Thousands in Tokyo Protest Against US Troops in Japan

Inquiring minds are noting increasing resentment against US militarism in places some might least expect. Please consider Thousands protest in Tokyo against U.S. military presence in Japan

Thousands of protesters from across Japan marched today in Tokyo to protest against U.S. military presence on Okinawa, while a Cabinet minister said she would fight to get rid of a marine base Washington considers crucial.

Some 47,000 U.S. troops are stationed in Japan, with more than half on the southern island of Okinawa. Residents have complained for years about noise, pollution and crime around the bases.

Japan and the U.S. signed a pact in 2006 that called for the realignment of American troops in the country and for a Marine base on the island to be moved to a less populated area.

But the new Tokyo government is re-examining the deal, caught between public opposition to American troops and its crucial military alliance with Washington.

On Saturday, labor unionists, pacifists, environmentalists and students marched through central Tokyo, yelling slogans and calling for an end to the U.S. troop presence.

They gathered for a rally at a park - under a banner that read 'Change! Japan-U.S. Relations' - for speeches by civil leaders and politicians.

Prime Minister Yukio Hatoyama has repeatedly postponed his decision on the pact, with members of his own government divided on how to proceed.

over the next few months we must put all of our energy into achieving victory,' Cabinet minister Mizuho Fukushima said at the rally, to shouts of approval from the crowd.
Given that the US can no longer afford to be the world's policeman, this is an extremely welcome event. Let's hope it spreads.

Germany, Turkey, Philippines, and all 150 countries where US troops are stationed, please do us, yourselves, and the world a favor by kicking US troops out. Start the protests please.

Haiti arrests 10 US citizens for child smuggling

The Haitian police have arrested 10 US citizens after they tried to take 33 Haitian children out of the earthquake-stricken nation.

One of the suspects, who says she is the leader of an Idaho-based charity called New Life Children's Refuge, denied they had done anything wrong.

The suspects were detained at Malpasse, Haiti's main border crossing with the Dominican Republic, after Haitian police conducted a routine search of their vehicle.

The Haitian authorities said the 10 US citizens had no documents to prove they had cleared the adoption of the 33 children — aged 2 months to 12 years old — through any embassy and no papers showing they were made orphans by the quake in the impoverished Caribbean country.

In addition to outright trafficking in children, Haitian officials have also expressed concern that legitimate aid groups may have flown children believed to be orphans out of the country for adoption before efforts to find their parents had been exhausted.

As a result, the Haitian government halted many types of adoptions earlier this month.
